Priorities
We study how democratic institutions are designed, eroded and rebuilt across Latin America: electoral systems, legislative quality, judicial independence, fiscal federalism and public administration. Our work combines comparative institutional analysis with long-run empirical evidence.
An analysis of 240 national policies enacted between 1994 and 2024 shows that the survival of a public decision depends less on the consensus at its origin than on the existence of a career bureaucracy and predictable rules of revision.
